rollover on a 25" monitor

I have a SSB in the shop that has a decent picture on the 25" tube. little burn in, no big deal. It "scrolls over the top" so you see what should be up top "behind" the top of the screen. I tried adjusting some of the yoke rings... nothing changed.

cap kit maybe?
chassis model is a MakVision 2425 dual res.
